Passage of Initiative 790 in November 2002 created the LEOFF 2 Pension Board. Previously, all LEOFF 2 pension issues went before the Joint Committee on Pension Policy (JCPP) now known as the Select Committee on Pension Policy. Frustrated by the lack of active participation in plan design, the police officers and fire fighters in Washington State sponsored Initiative 790 to bring a voice to their retirement system.

In July 2003, Governor Gary Locke appointed the first members of the new LEOFF 2 Pension Board. The current members of the board are as follows:
