Blaine Holman

Blaine began his career in the fire service in 2011 with the Moscow Fire Department in Idaho. In 2016 he worked as a paramedic with AMR before joining Spokane County Fire District 8 in 2018, where he currently serves as a firefighter-paramedic.

Blaine has been actively involved in union leadership for several years, serving as an Executive Board member, Vice President, and for the past five years as President of IAFF Local 3711. In that role, he has served as the lead negotiator for two collective bargaining agreements and has focused on improving research, data analysis, and contract development during negotiations.

At the state level, Blaine authored WSCFF Resolution 25-06, which calls for the creation of a searchable contract database to improve access to collective bargaining information across Washington fire locals.

During his most recent contract negotiations, Blaine helped integrate artificial intelligence tools into the research process to analyze comparable contracts, review Washington laws, and assist in drafting contract language.
