1. Program Description
The Washington State Council of Fire Fighters (“WSCFF,” “we,” “us,” or “our”) operates the WSCFF Peer Support SMS Program (the “Program”). The Program is a confidential peer support service for WSCFF union members experiencing personal, behavioral health, or occupational challenges. When a member texts the Program number, they are connected with a trained Peer Support Mentor. The Program also sends SMS notifications to Peer Support Mentors when a member requests support.
These Terms and Conditions (“Terms”) govern your participation in the Program and your receipt of SMS/text messages from WSCFF in connection with the Program. By opting in to the Program—whether through our website form, by texting our Program number, or through Mentor onboarding—you agree to these Terms.
2. Eligibility
The Program is available to:
- Union Members: Active WSCFF union members seeking peer support.
- Peer Support Mentors: WSCFF members who have completed Peer Support Mentor training and have been enrolled in the Mentor pool.
Participation requires a valid U.S. mobile phone number capable of receiving SMS messages. By providing your phone number, you represent that you are the account holder or have the account holder’s authorization to enroll in the Program.
3. How to Opt In
You may opt in to the Program in one of the following ways:
- Website Form: Complete the Peer Support request form at wscff.org and check the SMS consent checkbox.
- Text Message: Text the Program number directly. You will receive an immediate opt-in confirmation message asking you to confirm your consent.
- Mentor Onboarding: Peer Support Mentors consent to receive Program SMS notifications as part of their formal training and enrollment process.
By opting in, you expressly consent to receive recurring SMS messages from WSCFF related to the Peer Support Program at the mobile number you provided. Consent is not a condition of any purchase or union membership benefit.
4. Message Frequency
Message frequency varies based on Program activity. You will typically receive:
- Members: An initial opt-in confirmation message, and follow-up messages related to your peer support request.
- Mentors: Notifications when a union member requests peer support, and occasional Program-related communications.
Message frequency may increase or decrease depending on Program activity and your level of participation.
5. Message and Data Rates
Message and data rates may apply. Standard carrier messaging and data rates charged by your wireless carrier may apply to messages you send and receive in connection with the Program. WSCFF does not charge any additional fee for participation in the Program. Contact your wireless carrier for information about your messaging plan.
6. How to Cancel / Opt Out
You can cancel the SMS service at any time. Just text “STOP” to the short code. After you send the SMS message “STOP” to us, we will send you an SMS message to confirm that you have been unsubscribed. After this, you will no longer receive SMS messages from us. If you want to join again, just sign up as you did the first time and we will start sending SMS messages to you again.

Opting out of SMS messages does not affect your ability to access peer support through other channels. Mentors who opt out of SMS notifications remain enrolled as Mentors and may re-enroll in SMS notifications by contacting the Program administrator.
After opting out, WSCFF will retain your opt-out record for a minimum of six (6) months, as required by the CTIA Short Code Monitoring Handbook. No mobile opt-in data or consent will be shared with third parties for marketing purposes.

8. Supported Carriers
WSCFF’s SMS Program is supported by most major U.S. wireless carriers, including AT&T, Verizon, T-Mobile, Sprint, Boost Mobile, U.S. Cellular, MetroPCS, and others. However, WSCFF makes no guarantee that the Program will be available through all carriers. If you are not receiving messages, contact your carrier to verify that SMS messaging is enabled on your account.
9. Program Changes and Termination
WSCFF reserves the right to modify, suspend, or terminate the SMS Program at any time, for any reason, with or without notice. If the Program is terminated, you will no longer receive SMS messages from the Program number. WSCFF also reserves the right to change the Program’s phone number, message frequency, or terms at any time.
10. Confidentiality of Peer Support Communications
WSCFF is committed to maintaining the confidentiality of peer support communications. Information shared through the Program—including the content of messages and the identity of members seeking support—is treated as confidential and is accessible only to Program staff and Peer Support Mentors on a need-to-know basis.
Members should be aware that SMS is not a fully encrypted communication channel. If you are in crisis or need immediate assistance, please contact emergency services (911) or a crisis line directly.
11. Not a Crisis Service
The WSCFF Peer Support SMS Program is not a crisis intervention service and is not monitored 24/7. If you or someone you know is in immediate danger or experiencing a mental health emergency, please call 911 or the 988 Suicide and Crisis Lifeline (call or text 988). For non-emergency support, peer support mentors will follow up as soon as possible during normal Program hours.
12. Disclaimer of Warranties
THE PROGRAM IS PROVIDED “AS IS” WITHOUT WARRANTY OF ANY KIND. WSCFF DOES NOT WARRANT THAT THE PROGRAM WILL BE UNINTERRUPTED, ERROR-FREE, OR FREE FROM DELAYS. WSCFF IS NOT RESPONSIBLE FOR ANY FAILED, DELAYED, OR MISDIRECTED MESSAGES DUE TO ACTIONS OF ANY WIRELESS CARRIER, NETWORK OUTAGES, OR OTHER FACTORS OUTSIDE WSCFF’S CONTROL.
13. Limitation of Liability
TO THE FULLEST EXTENT PERMITTED BY LAW, WSCFF SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, OR CONSEQUENTIAL DAMAGES ARISING OUT OF OR IN CONNECTION WITH THE PROGRAM OR THESE TERMS, INCLUDING BUT NOT LIMITED TO LOSS OF DATA, LOSS OF PROFITS, OR EMOTIONAL DISTRESS, EVEN IF WSCFF HAS BEEN ADVISED OF THE POSSIBILITY OF SUCH DAMAGES.
14. Compliance
The Program operates in compliance with:
- The Telephone Consumer Protection Act (TCPA), 47 U.S.C. § 227;
- The CAN-SPAM Act;
- CTIA Short Code Monitoring Handbook, Version 1.9 (effective August 2, 2023);
- CTIA Messaging Principles and Best Practices;
- Twilio’s Acceptable Use Policy; and
- Applicable Washington State laws, including the Washington Consumer Protection Act and the My Health MY Data Act (where applicable).
15. Privacy Policy
Your use of the Program is also governed by WSCFF’s Privacy Policy, available at wscff.org/privacy. The Privacy Policy explains how we collect, use, and protect your personal information, including your mobile phone number. By participating in the Program, you also agree to the Privacy Policy.
No mobile information (including phone numbers, message content, or consent records) will be shared with, sold to, or used by third parties for marketing or advertising purposes.
16. Governing Law
These Terms are governed by the laws of the State of Washington, without regard to its conflict of law principles. Any disputes arising under these Terms shall be resolved in the state or federal courts located in King County, Washington.
17. Changes to These Terms
WSCFF reserves the right to update these Terms at any time. The most current version will be posted at wscff.org. Continued participation in the Program after an update constitutes acceptance of the revised Terms.
