
The WSCFF and Spokane Valley Firefighters IAFF Local 876 were deeply saddened to report the line-of-duty death (LODD) of Captain David Allan Phay, who passed away on December 17, 2018, following a courageous battle with an on-the-job illness known as HLH (Hemophagocytic Lymphohistiocytosis).
Captain Phay hoped his experience would contribute to improved protections, research, and recognition of rare occupational illnesses affecting firefighters.
He began his fire service career as a volunteer at the age of 18 and served the Spokane Valley Fire Department for 29 years as a paramedic and captain, retiring from Station 3.
After retirement, Captain Phay continued to contribute to the fire service as a fire science instructor and CPR educator, and remained engaged in efforts to support firefighter health and safety.
A memorial service was held on January 5, 2019, at Advent Lutheran Church in Spokane Valley.
