86th Annual Convention Report

This June, 248 delegates and 24 alternates representing 67 WSCFF locals from across Washington State convened in Marysville for the WSCFF 86th Annual Convention. Over the course of the week, members set the organization’s course for the coming year, electing leadership, debating and passing resolutions, setting policy priorities, and honoring those who have made significant contributions to the union and the fire service.

Greg Markley, L1747 Kent, was re-elected as WSCFF Secretary/Treasurer for a two-year term, and Dean Shelton, L3219 Marysville, was re-elected Vice President for a one-year term. Robbie Hyslop, L864 Renton, was elected to a three-year term as Trustee, succeeding Judson McCauley (L452 Vancouver), who made the decision not to run for re-election. Scott Powers, F-283 Lewis McChord, was selected to serve as the Federal & Industrial Board Liaison, succeeding Casey Yeager who was elected District 4 Representative for a two-year term, taking over from Reed Astley, who did not run for re-election.

 Twenty-nine resolutions came before the body and twenty-five were adopted. Resolutions provide the WSCFF with direction for the next year and beyond. After several in-depth discussions, the delegates adopted resolutions providing direction for financial planning, behavioral health, workforce protections, legislative advocacy, and more. Highlights included establishing a monetary reserves policy, forming a permanent Standing Behavioral Health Committee, expanding peer support training, earned time off, and improving reimbursement for fire mobilizations.

Additional resolutions focused on searchable contract access, GEMT replacement funds, WSCFF Cancer Foundation support, onboarding health and safety standards, educational updates, and the recognition of outstanding service by members, the Tulalip Tribe, and Convention Host Local Marysville 3219.

On Wednesday, June 25, attendees and guests gathered for the annual awards banquet. Trustee John Gallup, L1747 Kent, received the Ricky J. Walsh Fully Involved Award. Representative Joe Fitzgibbon, 34th LD, was presented with the Jack Waller Honorary Fire Fighter Award. Bud Sizemore, L1747 received the Walt Lambert Trade Union Leadership Award, honoring his 18 years of service with the WSCFF. Reed Astley was recognized for four years of service as WSCFF District Representative, and Judson McCauley was recognized for three years of service as WSCFF Trustee.

The WSCFF Burn Foundation, IAFF MERP, and IAFF Health and Wellness Trust also held their annual meetings and elections.

Convention week included several opportunities for members and their families to connect outside of formal sessions. Monday kicked off with the IAFF 7th District Motorcycle Group ride and a charity golf invitational hosted by Local 3219 Marysville, benefiting the WSCFF Burn Foundation. On Tuesday evening, attendees and their families enjoyed an Everett AquaSox baseball game. Wednesday featured a family outing at the Hibulb Cultural Center, where spouses, partners, and children enjoyed cultural and family-friendly activities.

The WSCFF is thankful to Local 3219 Marysville for hosting this year’s Convention. Their hard work, hospitality, enthusiasm, and dedication made the event a great success!

The 87th Annual WSCFF Convention will be held June 23–26, 2026, at the Three Rivers Convention Center in Kennewick. It will be co-hosted by Locals 1052 Richland, 1296 Kennewick, 1433 Pasco, and I-24 Hanford.
